Ask The Michigan Firearm Instructor

Q: Rick is it a good idea to have your finger on the trigger when you dry fire?

A: Dry firing is the act of pulling the trigger on an unloaded gun or one that has been loaded with inert training rounds. The purpose of this training regimen is to inexpensively develop a smooth trigger pull which will make you a more accurate shooter.

When conducting dry fire drills, you should follow and obey all fundamental firearm safety rules. Most importantly, you should know how to safely unload your firearm and verify that it is clear of live cartridges.

Dry firing, of course, requires you to pull the trigger. There are some additional safety precautions to keep in mind before conducting dry fire drills.

Read your operator guide to ensure that you can dry fire the gun without damaging it, especially the firing pin. Also, only do dry fire practice in a designated room in which you do not store your guns or ammo. Moreover, that dry fire room should also have ballistically safe walls.

After you are done, remove all guns and ammo from your training room and make a positive mental note that you will be loading your firearm with live rounds for traditional carry purposes.

CPL FAQ: Do Michigan and Ohio Have Identical Handgun Carry Laws?

Q: I have a question on repository. I'm traveling to Ohio on Friday from Michigan. My understanding is that Ohio honors our CPL permits. My question is: Are the laws the same for most states or should I look up the laws for that state?

A: Your understanding is indeed correct; Michigan and Ohio have concealed handgun carry reciprocity. As such, residents from each state can visit the other state legally with concealed pistols.

However, the visitor to the other state must be mindful of the local gun laws and lethal force laws. Moreover, one should NOT assume that states - which might even share a geographical border with another reciprocal state - have the same exact laws.

It is the visitor's job to check for the differences before traveling. Gun laws can change suddenly. Ignorance of the law is not a valid excuse for running afoul of it. Granted, Michigan and Ohio have some legal similarities but they are not identical. Do your due diligence and have a safe trip!

Firearm Training Tip: You Might Need Glasses

As you get older, inevitably one day you will be forced to acknowledge that your vision is not as good as it used to be. For me, that day occurred when I was given the vision test at the Secretary of State Office during a Driver's License renewal.

Today's training tip is very simple: Be aware of your visual capability. Have your vision checked regularly. Getting a pair of glasses or contacts may improve your marksmanship, regardless of how well you currently shoot.

By the way, you can actually order and wear prescription shooting glasses while training. This is a much better option than wearing just regular eye glasses, wearing just shooting glasses without being able to see well, or wearing shooting glasses over your eyeglasses.

What Happens To Your Guns After You Die?

Death is probably at the top of the list of things that people try not to spend a lot of time thinking about. Inevitably, death rears its head up when a family member or a close relative expires.

Next of kin usually has the responsibility of handling the affairs of the estate: settling bills, distributing inheritances, and disposing of property. Much discussion centers around which heir will acquire a specific item, especially if a will can't be found. Typical interest centers on the subjects of cash, stocks, bonds, real estate, and other investments.

Well, what about the firearms? Who gets them? It is estimated that about 300 million guns are owned by about 100 million citizens in this country. In fact, according to a recent "Wonkblog" estimate - based on BATFE surveys -. the average gun owning household had 8.1 firearms in 2013. This figure is almost a 100 percent increase from the estimated 4.2 firearms in gun owning households in 1994.

If you were to suddenly die, who would you want to receive your guns? Have you even given the matter any thought? Do you even have any family members or friends who actually like guns?

It is too easy to assume that there will be immediate family members who will have an interest in your guns. At the risk of potentially having you to initiate an awkward conversation with family and friends, I am giving you the task of planning the future of your guns.

In some cases, surviving wives suddenly become "gun widows." Not only do they have to find a way to cope with the sudden loss of their husband, but they now also have the undesirable status of being a reluctant gun owner. They have firearms in their homes that they do not want, do not know what to do with them, and do not know how to dispose of them.

As an ardent supporter of gun rights, the last thing that I would want is for one of my heirs to swap each of my guns for a $50 grocery store gift card. I would want my guns to have a loving and appreciative home rather than to be melted down into a molten mass by the local police department.

So, while I have your attention, please make the time to plan the future of your guns. Find out who wants them, make an inventory or what you have, and specify your desires in a will.

If - by chance - you can't find a home for your guns after your death, please kindly consider donating them to the NRA's "Firearm For Freedom Fund." They accept firearm donations and use the proceeds to support NRA programs.

Michigan Concealed Carry FAQ: How To Register Pistol Bought At Private Sale

Q: I may be buying a used handgun. What do I need to do to register it? I'm in Oakland County.

A: Since you have a CPL, you are not required to obtain a Pistol Purchase Permit from your local law enforcement agency. Presumably, you are buying "used" from a private seller. Accordingly, your CPL will serve as your permit to buy a pistol. (If you are buying "used" from a FFL, he will guide you through the process.)

You will need to download a "Pistol Sales Record Form" (RI-60) from the Internet via Google. Both you and the private seller will carefully, accurately, and fully complete each section of the form. After the transaction has been completed, you will give the seller his copy and return the remaining sections to your local law enforcement agency within 10 days for registration unless you are otherwise exempt.

Do not bring the unregistered handgun to the police station for a safety inspection. That step has been eliminated.


Note: Persons under the age of 21 can't buy handguns from FFLs

Michigan Firearm FAQ: Carrying AR-15s Into Strip Clubs

Q: Is it really legal to walk into a place of business, even a strip club, with an AR-15 as long as it's visible?

A: Presumably, you are asking this question in the aftermath of a story that "broke" via TMZ in which it was reported that entertainer "Ray-J" was escorted into a Detroit strip club by a man wielding an AR-15 Rifle.

MCL 750.234d defines several premises upon which the possession of a firearm is unlawful. Among the prohibited locations is listed an

"an establishment licensed under the Michigan Liquor Control Act, Act No. 8 of the Public Acts of the Extra Session of 1933, being sections 436.1 to 436.58 of the Michigan Compiled Laws."

However, there are several exemptions specified in the law that could allow a person to openly display a firearm upon the property - including a strip club. For example, possession of a rifle or other firearm would be lawful if it was done with permission of the owner or an agent of the owner.

Accordingly, if Ray-J's booking agent made the possession of an AR-15 a condition of his appearance at that strip club, then it would be legal as the owner or an agent of his gave permission for Ray-J to do so.

Furthermore, it is implied that all other firearm laws on the books in Michigan would be obeyed: a CPL needed for concealed carry, gun carrier must have no firearm rights disabilities, not violate alcohol consumption limits, and etc.

Personally, if I felt the need to carry a rifle to make a booked engagement, I would think long and hard before I would agree to do so. The best protection strategy is avoidance of known dangers.
